EPA requirements and refrigerant purchase policy
Restricted refrigerant orders are reviewed for purchaser eligibility before fulfillment. This page explains the documentation that may be required.

1. Federal sales restriction overview
EPA regulations under Section 608 of the Clean Air Act restrict sales of ozone-depleting refrigerants and non-ozone-depleting substitutes used as refrigerants, subject to limited exceptions. Online sales are subject to the same purchaser-verification and recordkeeping requirements as in-person sales.
The correct certification depends on the type of equipment and intended use. Certification does not authorize every refrigerant purchase for every application.
2. Section 608 — stationary equipment
Refrigerant intended for stationary refrigeration and air-conditioning equipment generally may be purchased by:
- a technician holding an appropriate EPA Section 608 certification;
- an employer of a Section 608 certified technician; or
- an authorized representative of that employer, when acceptable employment and authorization documentation is provided.
A Section 609 credential does not authorize purchase of refrigerant intended for stationary HVAC or refrigeration equipment. Stationary applications require Section 608 eligibility.
3. Section 609 — motor vehicle A/C
Section 609 certification applies to technicians servicing motor vehicle air-conditioning systems for consideration. A Section 609 certified purchaser may purchase refrigerant acceptable for MVAC use consistent with that certification, but may not use the credential to purchase stationary-system refrigerants.
R-134a and R-1234yf products can be offered in different container sizes and for different applications. Product type, container, fittings, and intended use all matter.
4. Limited small-can MVAC exception
EPA provides a limited certification exception for certain substitute MVAC refrigerants in containers designed to hold two pounds or less, when the container has the required unique fitting and a self-sealing valve. Large cylinders offered by Cool Gas Depot should not be assumed to qualify for this exception.
5. Documentation we may request
Individual technician
- Clear copy of the applicable Section 608 or Section 609 credential
- Name matching the purchasing account
- Confirmation of the intended application
Employer or authorized buyer
- Applicable credential for an employed technician
- Evidence of the employment relationship
- Purchaser authorization or company account information
We may request additional or updated documentation if submitted information is incomplete, inconsistent, expired-looking, unreadable, or cannot be reasonably verified.
6. Verification and order handling
- Place the order using accurate purchaser and business information.
- When requested, email the applicable credential to support@coolgasdepot.shop from the order email address and include the order number in the subject line.
- The order remains subject to review and may be held before shipment.
- If eligibility is confirmed and the order can be lawfully fulfilled, processing continues.
- If verification is not completed within the time stated in our request, the order may be canceled and refunded.
Do not submit Social Security numbers, payment card numbers, unrelated government identification, or information not requested for refrigerant-sale verification.
7. Records and purchaser responsibility
EPA rules require refrigerant sellers to maintain specified sales records, including purchaser name, sale date, and refrigerant quantity. Additional purchaser or employment documentation may need to be retained when a person buys on behalf of a certified technician or employer. Records required for online refrigerant sales are generally retained for at least three years.
The purchaser represents that all information and documentation supplied is accurate, current, and authorized. Credentials may not be borrowed, altered, or used to purchase refrigerant for an ineligible person.
8. Resale and used refrigerant
Purchasers buying for resale may be asked for a signed resale statement and business information. Used refrigerant may not be sold for use in an appliance unless it has been reclaimed by an EPA-certified reclaimer. Cool Gas Depot does not authorize any purchaser to resell or distribute refrigerant in violation of federal, state, or local law.
